The Town of Litchfield is seeking qualified applicants for a full-time Plant Operator Class II, III. This 40-hour-per-week role is governed by the collective bargaining agreement between the Town of Litchfield and the Highway/Sewer Union, Local #1303-094 of Council #4, AFSCME, AFL-CIO. 

Position Details
Schedule: Full Time (40 Hours Per Week).
  • Salary: $33.52 per Hour.

Basic Functions

Works under the general supervision of the Sewer Plant Superintendent or his/her designee.  Performs technical work involving analytical processes. Performs daily responsibilities at the plant, meter stations, pump station(s), and maintenance activities as required. 

Principal Responsibilities and Duties

Performs daily required laboratory analyses-both simple and complex.

Assembles and records data obtained from laboratory tests onto worksheets, the computer, and CT DEEP-required monthly reports.

Evaluates assembled data in terms of plant process performance and communicates this with the team.

Utilizes the plant’s SCADA system to optimally run all plant processes.

Performs custodial duties in the laboratory.

Assembles, records, and inputs all data collected at all meter and pump station(s).

Hoses down tanks and weirs, adjusts gate values. Operates returned activated sludge (RAS) waste activated sludge (WAS) pumps, aeration blowers, mixers, and stand pipes to ensure optimum day-to-day plant operations.

Services pumps, gear boxes, rolling equipment, and any other machinery that is used at the plant, meter stations, and pump station(s).

Engages and assists in groundkeeping activities, including snow removal and mowing of right-of-ways.

Engages in and assists with all collection system maintenance and preventive maintenance work. This would include driving a class B truck and operating a jet flusher.

Responds to all plant and collection system emergencies, during and after hours, as directed by the Sewer Plant Superintendent or his/her designee, as available and on a volunteer basis for after-hours emergencies.

Performs and assists in any “Call Before You Dig” requests and assists in sewer line inspections as needed.

Uses a daily log to document day-to-day business conducted at the plant, meter stations, and pump station(s).

Performs other related duties and tasks as assigned in a safe and responsible manner. This would include the operation of all WPCA-owned vehicles

Knowledge, Skills, and Abilities

 A working knowledge of the wastewater treatment process. This would include nitrification, denitrification, sludge thickening, RAS and WAS, and ultraviolet (UV) disinfection.

Knowledge of laboratory testing procedures and techniques. This would include a working knowledge of the following tests: nutrients, BOD, MLSS, TSS, SS, DO, turbidity, temperature, and pH.

A basic understanding of wastewater chemistry.

Ability to understand and follow written and oral instructions, as well as demonstrate good communication skills.

Ability to work effectively with officials, employees, and the general public.

Qualifications

Possesses an active Class II or Class III Wastewater Operator license issued by the State of Connecticut Department of Energy and Environmental Protection, CT DEEP.

Possesses an active class B driver’s license issued by the State of Connecticut.

Knowledge of chemistry and lab procedures.

A working knowledge of collection system operations.

3-5 years of prior experience working in a WWCF.

Position Summary
Under the direction of the Director of Public Works or designee, the custodian ensures Town buildings are clean, safe, and
fully operational to support uninterrupted daily operations. This position maintains facilities in excellent condition and

Essential Duties and Responsibilities

Summary
Works under the supervision of the Public Works Supervisor or the designated supervisory person according to job assignment. Operates a variety of hand tools, power equipment, and heavy equipment to maintain, construct, and repair roadways, storm drainage systems, and Town property, including Buildings and Grounds.


 Essential Job Functions

  • Performs daily check of equipment to be operated and ensures it is in a safe operating condition. Performs minor maintenance and periodic maintenance on equipment, and/or Town buildings as required. Individuals are expected to read safety rules, procedures, operational and maintenance instructions, and communicate effectively with employees, management, and the general public.
  •  Loads trucks with materials and equipment needed at the work site, using heavy equipment as appropriate, and drives truck to transport crew, materials, or equipment to work site.
  • Sets up, loads, and operates snow removal equipment, consisting of truck equipped with adjustable snow plow and sanding unit to keep roads, parking lots or facility walkways passable and clear of snow/ice during winter snow season. Some hand shoveling required.
  •  Drives tractor with mower attachment or mowers to cut grass on Town property, fields, lawns, and along rights of way, in order to maintain vehicle sight lines and keep Town property in a presentable condition.
  • Cuts up downed trees or branches and removes standing brush or trees with power equipment and hand tools, as directed.
  • Patches roads, paves roads, removes/installs curbing, sweeps roadways, and operates construction/maintenance-related equipment, as directed.
  • Constructs, maintains, and cleans catch basins, culverts, drainage ditches, and other storm drainage-related structures.
  • Installs/replaces street and traffic control signs, as directed.
  • Moves files, shelving, books, office furniture, and equipment, as required.
  • Grades and rakes top soil, using Town or leased equipment, and applies seed, fertilizer, and other soil conditioners, as required. Does landscaping work consisting of planting, installing sod, and spreading mulch.
  • Installs new or replaces existing guide/guard rail systems, as required. Reports unsafe roadway/Town property conditions to the Director of Public Works or his/her designee and documents notice on a daily log. Maintains a daily log of time worked on each task and assists Crew Leader, Director of Public Works, or his/her designee in documentation of work completed and resources utilized.
  • Assists in the repair/maintenance of vehicles where the task requires more than one person.
  • Carpentry, electrical, and plumbing skills, boiler knowledge as necessary, to repair/maintain various Town buildings. Will be responsible for inspecting and surveying town buildings as directed and report or repair any problems.
  • Other duties as assigned.


Qualifications
Must possess and maintain a valid Commercial Driver’s License (CDL), minimum Class B. High School diploma or general education degree (GED) and a minimum of two (2) years experience in building and grounds including carpentry, painting, mowing and landscaping work, or High School diploma or GED with two (2) years experience in the construction/maintenance of roadways and associated storm drainage systems. Must be able to work independently.

Physical Demands
While performing the duties of this job, the employee is regularly required to sit, stand, walk, handle small items with fingers, reach with hands and arms, talk, and hear. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl. LAND USE DEPARTMENT
This position is covered by the collective bargaining agreement between the Town of Litchfield and the Litchfield Supervisors Union, affiliated with CSEA, SEIU Local 2001. The salary range is $58,182  - $75,400 annually. Position Summary 
The Land Use Administrator (LUA) serves the Town of Litchfield and reports administratively to the First Selectman. The LUA coordinates, manages, and processes all proposals for land development in the Town. Additionally,  the LUA coordinates and implements land use policies, regulations, and serves as the Town’s Zoning Enforcement Officer (ZEO) and Wetlands Agent.  This position supports multiple Land Use Boards, including:
  • Planning and Zoning Commission 
  • Inland Wetlands Commission 
  • Zoning Board of Appeals
  • Conservation Commission
  • Milton Historic District Commission
  • Design Review Commission

The LUA oversees land use consultants, including legal counsel, planners, and engineers, as needed, and ensures compliance with applicable statutes, ordinances, and regulations. The Administrator directly supervises the Land Use Office Administrative Assistant and maintains a high level of organization.

Essential Duties and Responsibilities

Administrative Duties: 
  • Coordinates, manages, and processes all land development proposals and permit applications.
  • Provides superior customer service to Town officials, citizens, developers, engineers, and other professionals regarding zoning, wetlands, and land use regulations. 
  • Maintains comprehensive records of correspondence, applications, permits, and enforcement actions.
  • Prepares reports, memoranda, and recommendations for commissions, boards, and other officials as required.
  • Revises applications, forms, procedures, and policies to improve departmental efficiency.
  • Assists commissions in agenda preparation, posting notices, and maintaining files.
  • Attends commission meetings as needed. 
  • Stays current on legal, technical, and policy developments by attending seminars and workshops.

Application & Permit Review:
  • Meets with and responds in a timely manner to inquiries from Town officials, the public,  and other professionals regarding regulations and application process procedures. 
  • Reviews all applications for land use development, including site plans, subdivisions, alterations, and uses, to ensure conformance with zoning and wetland regulations. 
  • Conducts field inspections as needed prior to granting permits and also upon completion to verify compliance with the approved site plan. 
  • Issues zoning and wetlands permits for applications not subject to review or action by the Planning and Zoning Commission and/or the Inland Wetlands Commission.
  • Schedules and processes applications requiring commission action in a timely manner, adhering to statutory deadlines.
  • Certifies compliance with permits prior to issuance of certificates of occupancy from the Building Inspector. 


Enforcement Responsibilities:
  • Serves as the Town’s Zoning Enforcement Officer (ZEO) and Wetlands Agent.
  • Investigates, documents, and addresses zoning and wetland violations; issues cease-and-desist or abatement orders as needed.
  • Investigates and documents all zoning complaints and actions taken; reports status on investigations to the Planning and Zoning Commission. 
  • Categorizes zoning complaints or actions taken by type for record and possible regulation review. 
  • Collaborates with commissions and legal counsel on enforcement actions.
  • Monitors town property for visible zoning or wetlands violations.

Supervisory Responsibilities:
  • Provides supervision to the Land Use Administrative Assistant and assigns work in alignment with the Administrative Assistant’s job description.
  • Promotes effective working relationships and maintains a professional work environment.
  • Maintains clear and effective communication with the Land Use Administrative Assistant regarding application status updates and all matters pertaining to land use.

Other Duties:
  • Maintains summary data on building and land use permits issued by type or category.
  • Performs other related duties as required.

Knowledge, Skills, and Abilities
  • Knowledge of municipal planning, zoning, wetland regulations, and property rights.
  • Ability to read and interpret site plans, subdivision plans, and building plans.
  • Knowledge of erosion control, drainage, building construction, and site planning.
  • Ability to analyze, interpret, and administer local and state land use ordinances and regulations.
  • Strong interpersonal and customer service skills; ability to interact effectively with the public, associates, and commissions.

Minimum Qualifications

Education & Experience:
  • Bachelor’s degree in Urban Planning, Public Administration, or related field. 
  • Minimum of two (2) years of experience in municipal planning, zoning, or enforcement, or an equivalent combination of education and experience.

Certifications & Licenses:
  • Ability to complete Certified Zoning Enforcement Officer (CZEO) and DEEP Wetlands Agent certification within two (2) years of hire.
  • Valid driver’s license with a clean driving record.
