ASSISTANT PLANT OPERATOR - WPCA

The Town of Litchfield is seeking qualified applicants for a full-time Assistant Plant Operator. This 40-hour-per-week role is governed by the collective bargaining agreement between the Town of Litchfield and the Highway/Sewer Union, Local #1303-094 of Council #4, AFSCME, AFL-CIO. 

Position Details: 
  • Schedule: Full Time (40 Hours Per Week).
  • Salary: $28.91 per Hour.

Basic Functions
Works under the general supervision of the Sewer Plant Superintendent or his/her designee. Performs daily plant operations and maintenance duties, including the pumping of sludge, skimming clarifiers, cleaning bar racks, hosing down tanks and weirs, septage receiving area, and other duties as assigned. Maintain and repair equipment at the treatment plant. Perform sewer line, metering stations, and pump station(s) maintenance and assist with lab work as assigned.


Principal Responsibilities and Duties
Pumps sludge to blended sludge tank. Operates rotary drum thickener as needed. Maintain the optimum operation of all equipment associated with this work, including the polymer pumping/mixing station, and to maintain a proper back stock of polymer.


Pumps finished sludge on weekly basis to a 6500 gallon tanker truck.


Maintains and repairs equipment, paints and maintains sewer plant buildings, mows the lawn, mows and maintains all right of ways, performs snow removal, patches manholes, checks chains, belts, and electrical hoses.


Performs plant operations including skimming of clarifiers, septic holding tank pumping, cleaning bar racks, hose down weirs and tanks, and routine yard maintenance.


Maintains sewer lines, pump station(s), metering stations, trucks, tractor(s), and Jet Flusher.


Assists in testing effluent, influent, and mixed liquor suspended solids (MLSS) samples.


Utilizes the plant’s SCADA system to optimally run all plant processes.


Performs custodial duties in the garage, thickening room, and main building.


Assembles and records all data collected at all meter and pump station(s).


Hoses down tanks, adjust gates values, returned activated sludge (RAS)/ waste activated sludge (WAS) pumps, aeration blowers, mixers, and stand pipes to ensure optimum day-to-day plant operations.


Service pumps, gear boxes, rolling equipment, and any other machinery that is used at the plant, meter stations, and pump station(s).


Engages and assists in all collection system maintenance and preventative maintenance work. This would include driving a Class B truck.


Responds to all plant and collection system emergencies, during and after hours, as directed by the Sewer Plant Superintendent or his/her designee, and as available and on a volunteer basis for after-hours emergencies.


Performs and assists in any “Call Before You Dig” requests and assists in sewer line inspections as needed.


Uses daily log to document day-to-day business conducted at the plant, meter stations, and pump station(s).


Performs other related duties and tasks as assigned in a safe and responsible manner. This would include the operation of all WPCA-owned vehicles.


Knowledge, Skills, and Abilities
A working knowledge of the wastewater treatment process. This would include nitrification, denitrification, sludge thickening, RAS and WAS, and ultraviolet (UV) disinfection.


A basic knowledge of laboratory testing procedures and techniques. This would include a working knowledge of the following tests, nutrients, BOD, MLSS, TSS, SS, DO, turbidity, temperature, and pH.


A basic understanding of wastewater chemistry and mechanical skills.


Ability to understand and follow written and oral instructions, as well as demonstrate good communication skills.


Ability to work effectively with officials, employees, and the general public.


Qualifications
Obtain a Class I Wastewater Operator license issued by the State of Connecticut Department of Energy and Environmental Protection, CT DEEP, within 6 months to 1 year of hire date.


Possess an active Class #B driver’s license issued by the State of Connecticut.


Knowledge of municipal sewage operations.


A working knowledge of collection system operations and maintenance.


1-2 years of prior experience working in a WWCF or in a related field preferred.

Work Environment
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.


While performing the duties of this job, the employee may be exposed to fumes or airborne particles and caustic chemicals.  The employee is occasionally exposed to moving mechanical parts, outside weather conditions, and vibration.  The noise level in the work environment is usually moderate.
